With reference to your letters of the 19th October No. 47848, and December 7th No. 6561/15, with regard to the export of Hides to France and Spain, I am instructed by the Director of the War Trade Department to state for the information of Mr. Secretary Bonar Law that this Department has no objection to general authority being given to the Governor of Hongkong to allow the export of Hides to France by regular shippers to regular customers.

With reference to the shipment of Hides to Spain, I am to inform you that an arrangement has now been arrived at by the Foreign Office by which Hides are allowed to be exported to Spain, provided the following conditions are complied with:-

"Persons desiring to export these commodities to Spain should be advised to instruct their consignees to apply to the British Consular Officer at the port of destination for a form of guarantee (A copy of which is enclosed). One such form should be filled up and signed and returned to him in respect of each shipment (F.O. 190601)."

In the circumstances Lord Emmott is therefore of opinion that no objection need now be taken to the export of the consignment of which particulars were given in the
